The development of a new, liberated and open to the world Crimea will be largely the responsibility of business. Local and those that will move to the peninsula, long-established and start-ups, Ukrainian and international, small, medium and large - the future of the peninsula will be outlined by a map of interaction between businesses of different sizes and directions.

Developed infrastructure, large IT clusters, international investment, new jobs, integration into the European system of roads and tourist routes, functioning of the international airport, relaunch and strengthening of the tourism business, organisation of major festivals, opening of local workshops and master classes, support for craft production, investment in the development of small and medium-sized businesses, implementation of the concept of a year-round resort with a constant flow of tourists from Asia, Europe and Africa, opening of modern urban parks

We, representatives of national and international business, in particular IT business,

realizing the importance of restoring and developing the business environment on the Crimean Peninsula after the victory of Ukraine over the aggressor state and the final de-occupation of all temporarily occupied territories of Ukraine, including the Autonomous Republic of Crimea and the city of Sevastopol,

supporting the Peace Formula of the President of Ukraine Volodymyr Zelenskyi, which should become the basis for stopping Russian aggression and restoring the territorial integrity of Ukraine within its internationally recognized state borders, de-occupation of all temporarily occupied territories of Ukraine, including the Autonomous Republic Crimea and the city of Sevastopol, establishing comprehensive, just, and lasting peace in Ukraine, and providing security for the whole world,

recognizing the importance of the International Crimea Platform as a tool for consolidating international support for the de-occupation of Crimea and ensuring the post-war reconstruction of the Crimean Peninsula, as well as overcoming the consequences of the long-term Russian temporary occupation and attempted annexation of Crimea,

considering and supporting the progress of Ukraine on the way to full membership in the EU and NATO,

to create favorable conditions for entrepreneurship recovery and development, overcoming the consequences of the temporary occupation of the Crimean Peninsula, establishing cooperation between the state and business,

have agreed on the fundamental principles of the future restoration of Crimea, in particular regarding the return of Ukrainian business and attracting investments:

1. Business and state act jointly in the interests of economic activity and partnership development to achieve stable and sustainable development of the region.

2. The reintegration of Crimea uses the best practices of the implementation of reforms that took place in Ukraine and international experience.

3. Ensuring security, including cyber security, and the rule of law are critical aspects of doing business in Crimea after de-occupation. The state creates conditions for conducting business, developing a free market and fair competition, including creating a favorable investment climate and establishing transparent game rules, especially for international partners.

4. The state defines legal and financial guarantees for entrepreneurship that will begin its activity immediately after the de-occupation of the Crimean Peninsula.

5. Overcoming the consequences of prolonged militarization and probable hostilities is a prerequisite for resuming activities in Crimea. This applies to both the physical dimension, in particular demining, and the cognitive dimension — overcoming the consequences of years of military propaganda in all spheres of life.

6. It is necessary to develop the architectural code of Crimea, which will determine the rules for construction, the organization of beaches, and the development of tourist infrastructure.

7. Cultural development is an integral part of the return of Crimea. It is important to strengthen the national identity as the main component of the Crimean face. The indigenous peoples of Ukraine, in particular the Crimean Tatar people, will play a significant role in the restoration of the Crimean Peninsula.

8. Support of the IT sector is a strategically important step for restoring the economy of Crimea, attracting investments, creating jobs, and developing entrepreneurship.

9. All types of transport: sea, rail, road, and air are important infrastructural elements for the restoration of Crimea and integration into European logistics. Crimea has the world's largest trolleybus line from Simferopol to Yalta – it is a symbol of ecological public transport, and it is "green" public transport that should operate in the cities of the de-occupied Crimean Peninsula.

10. The state provides an assessment of the state of the infrastructure, an inventory of state and communal property, and determines the future fate of objects built during the temporary occupation.

11. The sustainable development of Crimea should take place under the goals established by the United Nations. This involves energy-efficient and green solutions, particularly in the field of housing and utility services and energy. Crimea must be provided with high-quality drinking water and a stable electricity supply. Overcoming the consequences of the destruction of the Kakhovska HPP dam is the key to ecological restoration on the Crimean Peninsula.

There should be no harmful production in Crimea. Restoration of ecology and tourism should retrieve the opportunity for the world to see Crimea rebuilt according to the principle of “build back better”.

12. For the restoration of the Crimean Peninsula, the state and business are forming a vision and ways to attract people to return or relocate to live and work in Crimea.
